Training Manual “Towards the Application of International Humanitarian Law: In Areas of Armed Conflict”

Recently, we have witnessed horrific scenes broadcast to the entire world, where weapons of all kinds are used to facilitate violations of international humanitarian law. This includes ongoing loss of life and serious injuries among civilians, destruction of infrastructure, and the livelihoods of individuals, diverting countries from their paths toward sustainable development. Conventional weapons such as artillery, mortars, bombs, and guided missiles have destroyed medical, educational, and residential buildings, as well as transportation and roads in several conflict countries worldwide, showing little respect for the legal international agreements governing the use of means of warfare during armed conflicts.

In this context, humanitarian crises and the failure of states to respect the rules of international humanitarian law have raised questions about the effectiveness of these laws in protecting civilians during armed conflicts. However, this does not justify abandoning these rules, which remain a cornerstone for preserving our humanity in times of war and conflict.

Believing in the role of civil society organizations in enhancing public understanding of the rules of international humanitarian law to ensure their application on the ground and addressing the challenges faced in various conflicts and armed wars, the International Consultations Group for Training and Legal Work is launching this training Manual. The aim is to support knowledge related to international humanitarian law and its rules and to ensure their application to mitigate the negative impacts of armed conflicts on civilian lives.
