Achieving democratic elections is impossible without a broad space for the exercise of various human rights and other fundamental freedoms in a sustainable manner, free from any form of discrimination based on race, color, gender, language, political opinions, or any other grounds, including national or social origin, property, birth, or any other status. Moreover, these elections, like human rights and other democratic manifestations in general, cannot be realized without legal protection.
This training Manual focuses on what international law experts and UN specialists have concluded regarding the standards for free and fair elections. For electoral participation to be free, it must occur in an environment devoid of intimidation and characterized by a set of fundamental rights, alongside the removal of barriers that prevent full participation from the public. Additionally, there is a series of rights associated with assessing the integrity of any election from the very beginning; if these rights are consistently available to all citizens, we can claim to be on the path to fair elections.
The Manual aims to introduce all these mechanisms and standards.
